Objectives
[Fixed] Temporarily removed skillmod additions on buildings that shouldn't have them. Screenplay coming soon to further specify which buildings should be taverns.
[Fixed] Hedon Istee NPC not speaking (moved spawning to spawn manager from screenplay)
[Fixed] Being unable to loot the Scythe schematic out of the treasure chest when spawned

I believe Taverns were addressed already, but I'm not 100% sure that the Hedon Istee quest was ever fixed, I think Bluree plans on addressing it in one of his upcoming patches, so this can be closed.
Please go through this patch, remove any fixes that has already been fixed and fix the comments.
